Scrum works exceptionally well when teams deliver independently, priorities are clear, and stakeholders are comfortable with short feedback cycles. In practice, however, Scrum teams often encounter conditions that require more structure: governance, reporting, budget responsibility, dependencies on other projects, or audit requirements.

This is exactly where PRINCE2 Agile can help. It combines agile working methods like Scrum with a clear project management framework. The goal is not to replace Scrum, but to strengthen agile implementation where organizations need additional control.


Why Scrum alone isn't always enough

At its core, Scrum addresses how a team can effectively deliver value. In larger organizations, however, additional questions arise that Scrum deliberately leaves open:

  • Who makes overarching decisions when multiple teams are involved?
  • How is business value managed throughout the entire project?
  • How are risks, budgets, and deadlines reported transparently?
  • How is a project incorporated into a portfolio?
  • How are compliance requirements or documentation obligations met?

If these issues regularly spark discussions, it’s a sign that while Scrum works on an operational level, the overarching framework is either missing or inconsistent.


When PRINCE2 Agile is a particularly good fit

1) When governance and agile delivery need to align

In regulated environments or larger organizations, governance is not an option but a requirement. PRINCE2 Agile helps structure responsibilities, decision-making processes, and oversight in a way that allows Scrum teams to continue working in an agile manner.

2) When multiple teams or suppliers are involved

As soon as multiple teams, external partners, or dependencies come into play, the coordination effort and risk increase. PRINCE2 Agile provides guidance on how to organize overall management without hindering team dynamics.

3) When management expects clear predictability

Many stakeholders accept agile working methods but still expect transparency regarding budgets, deadlines, and risks. PRINCE2 Agile provides a framework that meets management expectations while allowing Scrum teams to deliver iteratively.

4) When projects are part of a portfolio

Portfolios are all about prioritization, value, dependencies, and resources. PRINCE2 Agile helps ensure that projects are interoperable so that Scrum doesn’t operate as an isolated silo.


When You Should Stick with Scrum

PRINCE2 Agile isn't a must for every Scrum team. Scrum alone is often sufficient if:

  • the project is small or clearly defined
  • Stakeholders accept rapid iterations
  • there are few dependencies on other initiatives
  • Governance requirements are manageable

In that case, the most important factor is usually effective product ownership and a consistently applied Scrum framework—not an additional framework.


A practical rule of thumb for making a decision

If Scrum teams frequently run into problems that cannot be resolved within the team—such as approvals, reporting, dependencies, or cross-functional risks—then it’s worth taking a look at PRINCE2 Agile.

If, on the other hand, the challenge lies in the backlog, prioritization, or teamwork, it usually makes more sense to strengthen Scrum roles and practices rather than introduce additional oversight.
